What does the Bible say about maintaining order?  After destroying a wicked generation that lived in anarchy, the Lord said,

Surely for your lifeblood I will demand a reckoning; from the hand of every beast I will require it, and the from the hand of man. “(Genesis 9:5)

God holds humans responsible for their actions.  How?

Whoever sheds man’s blood, By man his blood shall be shed (Genesis 9:6)

The Lord holds man responsible by the hand of man.  Specifically, every murderer was to be put to death by man.  Here the Lord has instituted protection for society.  Some may ask, what about Romans 12:19 and not repaying evil?  Yes, you the INDIVIDUAL are not to repay evil, but God has ordained GOVERNMENT to exact punishment for crime.

Let every soul be subject to the governing authorities.  For there is no authority except from God, and the authorities that exist are appointed by God. Therefore whoever resists the authority resists the ordinance of God, and those who resist will bring judgment on themselves. (Rom 13:1-2)

To defy authority is to defy God and will bring judgment (in this life or the next).  God has given government to protect mankind from the chaos and crime that accompany lawlessness.

For rulers are not a terror to good works, but to evil… for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil. (Romans 13:3-4)

Criminals, terrorists, etc. all resist God by breaking the law.  The Lord has mandated that such wicked persons be brought to justice by His authorities.  With this in mind, pray for your civil authorities, especially that they act justly.
